Indian Gaming Giant Challenges New Law in Court

Head Digital Works, parent of leading online gaming platform A23, has become the first real money gaming operator to formally challenge India's sweeping Promotion and Regulation of Online Gaming Law, 2025, filing a petition with Karnataka High Court.

The legislation, enacted August 21, bans all forms of online money games while promoting esports and social gaming, dealing a severe blow to India's online money gaming sector.

A23, which operates rummy and poker platforms, argues the law "criminalises the legitimate business of playing online games of skill" and constitutes "state paternalism," according to court filings reviewed by Reuters.

Major platforms including Dream11, My11Circle, WinZO, and PokerBaazi have suspended real-money operations following the law's passage. These platforms, endorsed by multiple cricket stars, discontinued all cash contests, while others have also assured users their funds remain withdrawable despite service suspensions.

China's Gaming Industry Hits $50 Billion Milestone Despite Headwinds

China's video game market is poised to reach $50 billion in revenue this year, cementing its position as the world's largest gaming market despite mounting challenges from trade tensions and regulatory pressures.

Player spending reached $49.2 billion in 2024, up 3.6% year-over-year, according to research firm Niko Partners. The market serves 722 million gamers, more than twice the U.S. population, with revenue per user averaging $68 annually.

The sector received a boost from breakout titles like "Black Myth: Wukong," which sold over 25 million copies globally, demonstrating Chinese developers' ability to compete internationally. Government support has accelerated, with over 30 new industry policies introduced in the first half of 2025 and game approvals up 21%.

However, industry growth is slowing as the gamer population matures. Rising operational costs and potential restrictions on GPU exports from the U.S. pose additional challenges to sustained expansion in the coming years.
